Level 1 Certificate
This entry-level Certificate (Level 1 of the BA program in Public Administration and Governance) is designed for working public sector employees, students aspiring to careers in the public service, and those interested in gaining knowledge about public administration and public policy in Canada.
The Level 1 Certificate was created to provide an interdisciplinary curriculum that explores public administration in the context of the politics of Canada.
All of the courses in the Level 1 Certificate are available in regular evening classes as well as in online and/or hybrid format.
Upon completing Level 1, students may continue their studies to earn a Level 2 Certificate in Public Administration and Governance and, after that is completed successfully, a BA (honours) in Public Administration and Governance.

Please note that the courses making up the Level 1 Certificate are also available through the G. Raymond Chang School of Continuing Education (see calendar listing (opens in new window) ), however, to graduate with a Level 1 Certificate in Public Administration and Governance, students must apply, through the Office of Undergraduate Admissions, for admission to the Public Administration and Governance program. This may be done at any point prior to the relevant convocation deadline.
