Dr. Enid Slack, Director, Institute on Municipal Finance & Governance, University of Toronto
Dr. Slack focuses on the fiscal health and governance challenges faced by large cities and city-regions in Canada and abroad. She has written extensively on property taxes, municipal fiscal health, intergovernmental transfers, development charges, financing municipal infrastructure, and metropolitan governance. She recently co-edited the books Funding the Canadian City and Is Your City Healthy? Measuring Urban Fiscal Health.
