Proposed Transit Plans in the City Of Toronto: A Comparative Analysis © 2011

In 2009 Transit City (TCTP) was proposed to deliver (additional) rail-based public transit to the City of Toronto. In 2010, with his election as mayor, Rob Ford proposed another, more abbreviated, plan (RFTP). Market areas were derived based on 400-metres to the transit line; and census variables, chosen to represent transit users (population, low-income economic families, seniors, young adults, recent immigrants, visible minorities, high rise apartments, and total and female public transit commuters), were calculated for the market areas. The two plans were evaluated in terms of: population, population change between 2001 and 2006, LQs (with Toronto the norm), and population per kilometer of transit line. The research concluded that although the TCTP was more effective at capturing more people, families and dwellings overall, the RFTP was more efficient as proportional to its size and on a per kilometre basis it captured more people, dwellings, and families of interest.
