Controlled Goods and Biohazardous Materials
The Controlled Goods Program (CGP) is a federal registration and compliance program that regulates access to controlled goods, including International Traffic in Arms Regulations (ITAR) items, in Canada. Its objective is to safeguard controlled goods in Canada and prevent controlled goods from being accessed by unauthorized persons. Controlled goods are primarily goods that have military or national security significance; therefore, before importing certain goods into Canada, it is important to determine whether or not the goods are also subject to domestic controls and require registration with the CGP.
Any person wishing to access controlled goods for any purpose, including research, must first undergo a security assessment and be authorized to examine, possess and/or transfer controlled goods. Every person involved in a research project that involves access to controlled goods must be security assessed and authorized before they can access the controlled goods in question. It is the individual, not the research project, that must be assessed.
