Parking & Traffic Regulations

General

  • University Business Services is responsible for the implementation and enforcement of these Parking and Traffic Regulations ("Regulations") for Toronto Metropolitan University (the "University"). The purpose of these Regulations is to facilitate the safe and orderly conduct of traffic on the University campus and to provide parking services within the limits of available space, all of which in a manner that does not interfere with the University's core business.
  • The University reserves the right to manage, govern and control motor vehicle access and parking on the lands owned, leased or licensed by the University (the "Campus Grounds"). The University permits parking and driving on the Campus Grounds only upon the terms and conditions set forth in these Regulations.
  • All vehicle operators shall comply with all University policies and procedures, as well as all federal, provincial and municipal laws. Applicable laws may be invoked by the University at any time.
  • The University bears no responsibility for any loss, injury, or damage to persons and/or motor vehicles (including contents), however caused, while on Campus Grounds. Drivers must have proper insurance. Losses, damage and/or injuries should be reported to Security and Emergency Services at 416-979-5040 or security@torontomu.ca and/or “911”.
  • All vehicle operators are required to comply with these Regulations, and are subject to the applicable charges and penalties for the violations set out below. The owner of a vehicle is responsible for all violations involving that vehicle while the vehicle is on Campus Grounds, including those charges and penalties incurred when the vehicle is operated without the owner's consent.
  • All parking rates may be subject to increase as approved by the Vice President, Administration and Operations.
  • Parking is permitted on Campus Grounds only in clearly designated spaces in areas indicated as parking areas. Prior permission must be obtained from University Business Services if special circumstances require parking in any other area.
  • The University reserves the right to ticket and/or tow any vehicle that is:
    • parked in a manner dangerous to vehicular or pedestrian traffic,
    • parked in an unauthorized area (ex. reserved areas, fire access routes, or services areas),
    • obstructing the passage of emergency or service vehicles,
    • blocking an entrance to a building, or
    • otherwise affecting the safe and orderly conduct of traffic on Campus Grounds or interfering with the University's core business.
  • The University reserves the right to tow any abandoned vehicles. Any vehicle left on Campus Grounds for a period of two weeks after the termination of a registrant's course, conference, employment or occupancy of a University residence will be considered "abandoned" and will be treated as such by the University.
  • The University bears no responsibility for any loss, injury, or damage to motor vehicles (including contents) that may result from towing.
  • Vehicles must not be located in any parking areas in such a manner as to occupy more than one space.
  • A gate "missing" or in the "up" position at a parking facility does not automatically authorize entry.
  • Vehicles must yield the right-of-way to pedestrians.

Parking permits

  • All parking permits must be issued by University Business Services and/or Parking Services.
  • Each individual is responsible for providing the correct information necessary for obtaining parking privileges, and for notifying University Business Services of any changes of address, ownership, or vehicle license plate. No permit will be issued for other than the applicant's personal use.
  • Applicants must remit, by credit card, full payment at time of application.
  • Permit holders who drive more than one vehicle will be issued only one permit for the vehicles registered in the application. Only one vehicle may be parked on campus grounds at any given time unless the second vehicle is parked in a visitor's area and the driver pays the appropriate parking fee.

  • Parking access cards and permit decals are issued for the use of registered permit holders and are non-transferable. Parking access cards and permit decals are the property of the University and must be returned upon the request of an authorized University representative.
  • Lost or stolen parking access cards or permit decals must be reported to University Business Services (tmuparking@torontomu.ca). A charge will be levied for replacement cards and decals. Found parking cards must be returned to the University OneCard Office.
  • University Business Services will replace a damaged or malfunctioning parking access card that does not operate the applicable parking gates free of charge.
  • While a registered vehicle is parked on University property, a parking permit decal must be clearly displayed on the left side of the vehicle's front windshield or on the dashboard of the vehicle at all times. Failure to do so may result in the vehicle being ticketed and/or towed.
  • Forgery, fraud, and/or possession of a lost or stolen parking permit decal or parking access card are criminal offenses. Anyone who displays a forged, altered, lost or stolen parking permit decal on a vehicle, or who is found to be in possession of a parking access card listed as lost or stolen, will have their parking privileges revoked indefinitely and may face prosecution.
  • If the owner of a vehicle has their vehicle or windshield replaced, they must return the old parking permit decal in whole or in part, or produce satisfactory evidence of its total destruction, before a new decal will be issued at no charge.
  • The permit holder must remove the permit decal affixed to any vehicle that has been sold or otherwise disposed of.
  • A parking permit does not reserve a particular parking space, but guarantees the holder a parking space at a parking facility designated by University Business Services.  
  • From time to time, the University may reallocate parking areas due to closures for construction, special events, or emergencies. In such cases, notice will be given to permit holders.
  • Requests for the cancellation of a permit and/or the refund of any portion of parking fees should be directed to University Business Services (tmuparking@torontomu.ca), in writing, by November 15, 2024 for a Fall semester permit and by March 15, 2025 for a Winter semester permit. After these dates, no cancellations of a permit and/or refunds will be accepted.
  • Upon cancellation of a permit, the permit decal must be returned to the OneCard Office or to University Business Services. Refunds will not be issued until the decal is returned.
  • This is only applicable to annual permit holders: Faculty and staff parking permit privileges can be voluntarily suspended for medical leaves (one month or longer in duration), maternity/parental leaves, and/or sabbaticals. Permits cannot be suspended for vacations or holiday periods. Suspension requests should be directed to University Business Services (tmuparking@torontomu.ca) and are subject to payroll deadlines. If a suspension request is received after the payroll deadline, deductions will be applied to the next pay period. A suspension of parking privileges cannot be effected retroactively.

Visitor parking

  • Visitors are defined as persons who do not have a parking permit for a vehicle.
  • Visitors to the Campus Grounds may park at the 288 Church Street Garage (DCC), 300 Victoria Street Garage (PKG), the 160 Mutual Street Garage (PIT) or at the 202 Jarvis Street Lot, at hourly, daily or evening rates.
  • For special visitors/events parking, the sponsoring department must make arrangements in advance with University Business Services. The sponsoring department must pay the appropriate fee via budget transfer for every vehicle parked on the Campus Grounds.

Parking and Traffic Violations

  • Parking and traffic violations include (but are not limited to):
    • Parking a vehicle that does not have a clearly visible and valid parking permit decal affixed to it without paying the appropriate fee.
    • Parking in unauthorized areas.
    • Obstructing the passage of emergency or service vehicles, or blocking the entrance to a building.
    • Failure to obey posted speed limits/regulatory signs.
    • Failure to report an accident on the Campus Grounds to Security and Emergency Services at 416-979-5040 or security@torontomu.ca.
    • Obtaining a parking access card or parking permit decal by unauthorized means.
  • Repeated violations of these Regulations may result in the cancellation of parking privileges at the University's discretion.
  • Any person who has registered a vehicle with the University will be responsible for any violation notices issued with respect to that vehicle, as well as for any invoiced costs of towing, impounding, and/or storing that vehicle.
