
Monica Gagnon
Monica Gagnon is a Research Fellow with the Canada Excellence Research Chair (CERC) in Migration and Integration at Toronto Metropolitan University. She researches the ways in which discourses of citizenship and belonging influence bordering in immigration and health policy and practice. Her work sits at the intersection of immigration and health care, focusing on Canada and the United States. In her doctoral dissertation Monica analyzed the discourse of “birth tourism” and its implications for access to health coverage for newborns in Ontario. Monica holds a PhD in public health from the University of Toronto and a MPH in health policy from the City University of New York.
