Federal-provincial/territorial immigration agreements

In Canadian federalism, municipalities play a passive role in newcomers' settlement despite the fact that a vast majority of newcomers settle in urban centers.

Objective
This project proposal intends to study Federal-provincial/territorial immigration agreements, particularly, the Canada-Ontario and Canada-Alberta immigration agreements, to understand how the resources and services available at the local level can be leveraged for successful settlement and integration of newcomers.

Research question(s)
- What do the Canada-Ontario and Canada-Alberta immigration agreements tell us about locally available resources and services that can help improve newcomer settlement and integration?
- How effective is multi-level and multi-scalar governance in terms of Canadian immigrant settlement?

Methodology
This project uses a mixed method approach including both quantitative and qualitative methods. The quantitatvie method will include working with financial data submitted by minicipalities to their respective provinces. The qualitative method will encompass interviews with key informants in the select municipalities that have welcomed a large number of newcomers in the last 5-10 years.
